{"id":29,"date":"2010-03-02T22:01:46","date_gmt":"2010-03-03T05:01:46","guid":{"rendered":"http:\/\/charlestkerchner.com\/?p=29"},"modified":"2010-03-04T13:58:38","modified_gmt":"2010-03-04T20:58:38","slug":"flap-of-the-week-close-schools-fire-teachers","status":"publish","type":"post","link":"http:\/\/charlestkerchner.com\/?p=29","title":{"rendered":"Flap of the Week: Close Schools, Fire Teachers"},"content":{"rendered":"<p>Being either cunning or careless, President Obama this week gave the nod toward supporting the Central Falls, Rhode Island, superintendent who announced that he would close a failing high school and <a href=\"http:\/\/educatedguess.org\/blog\/2010\/03\/02\/furious-times-at-central-falls\/?utm_source=feedburner&amp;utm_medium=email&amp;utm_campaign=Feed%3A+TheEducatedGuess+%28The+Educated+Guess%29\">fire all the teachers<\/a> who staffed it. \u00a0The American Federation of Teachers, which represents the teachers at the school, and the National Education Association&#8211;the nation&#8217;s largest teacher union&#8211;immediately criticized the action, and the AFL-CIO has joined them. Randi Weingarten, the AFT president, called it another example of scapegoating teachers.<!--more--><\/p>\n<p>In one sense, this was a fight that the President should have ducked, but in another, the notion of emptying out failing schools and restaffing them is a key part of Education Secretary Arne Duncan&#8217;s managerial pattern and the path he followed as the head of Chicago&#8217;s schools. \u00a0There will be a lot more tough talk about getting rid of bad teachers.<!--more--><\/p>\n<p>In Los Angeles, Superintendent Ramon Cortines announced that he expected his principals to toughen evaluation standards, particularly for teachers in their second year after which tenure would be granted.<\/p>\n<p>Earlier, Cortines announced that he would <a href=\"http:\/\/latimesblogs.latimes.com\/lanow\/2009\/12\/la-school-officials-will-shut-down-fremont-high-and-start-over.html\">close and restaff Fremont High Schoo<\/a>l. \u00a0Teachers would have to reapply for their jobs. \u00a0However, the teachers not selected would retain their jobs and be transfered to other schools.<\/p>\n<p>In Florida, the legislature is considering <a href=\"http:\/\/www.tampabay.com\/opinion\/editorials\/tenure-reforms-should-focus-on-incentives-not-punishments\/1077223\">changes in teacher tenure<\/a>.<\/p>\n<p>The current fight is important on its face, and its implications enormous.<\/p>\n<p>Teacher unions have begun to negotiate contracts that <a href=\"http:\/\/www.edweek.org\/login.html?source=http:\/\/www.edweek.org\/ew\/articles\/2010\/02\/23\/333436usfixingfailingschools_ap.html&amp;destination=http:\/\/www.edweek.org\/ew\/articles\/2010\/02\/23\/333436usfixingfailingschools_ap.html&amp;levelId=1000\">support more drastic reforms <\/a>at troubled schools.<\/p>\n<p>But behind all of this is an historically ineffective system of teacher evaluation, and a teacher education system that does not match the movement from a novice to a master teacher.<\/p>\n<p>But the political instinct is to punish teachers more than it is to fix the system.  At-will employment&#8211;where a worker can be terminated for any reason or no reason at all&#8211;has long been a managerial ideal, and much private sector employment falls into this classification.  And this makes the security of teacher tenure look plush and unwarranted to outsiders.  Expect more trench warfare.<\/p>\n<p>Instead, we ought to look for amendments to the current system.  I <a href=\"http:\/\/charlestkerchner.com\/cr\/journart.php?pid=52\">wrote<\/a> about some of these last year when Jason Song disclosed the virtual impossibility of firing tenured teachers in the <em>Los Angeles Times<\/em>. <\/p>\n<p>One idea that has been around for nearly 30 years is getting a <a href=\"http:\/\/www.edweek.org\/login.html?source=http:\/\/www.edweek.org\/ew\/articles\/2009\/11\/18\/12peerreview_ep.h29.html&#038;destination=http:\/\/www.edweek.org\/ew\/articles\/2009\/11\/18\/12peerreview_ep.h29.html&#038;levelId=2100\">new lease on life<\/a>.  Teacher peer review has shown itself effective, not only in removing bad teachers but in fostering a more effective teacher development and formative assistance program.<\/p>\n<p>It may even come to Los Angeles.  Last month United Teachers Los Angeles President A.J. Duffy and vice presidents Julie Washington and Gregg Solkovitis <a href=\"http:\/\/www.latimes.com\/news\/opinion\/commentary\/la-oe-duffy8-2010jan08,0,3287308.story\">endorsed an enhanced peer review program<\/a> for Los Angeles Unified teachers.  The new L.A. Compact&#8211;a creation of business, the schools, and the unions&#8211;supports it too.<\/p>\n<p>This is a development worth watching.  It&#8217;s better to put an effective system in place than repeat Central Falls.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Obama has joined the fray over firing teachers in an underperforming Rhode Island high school.
